The leading indicator is not a measure of the present. It is a forward-looking, qualitative signal of where economic activity is heading. OECD aims for a lead time of six to nine months, though it varies. A level above 100 means activity is expected to be above the long-term trend within that window. The level itself is not a measure of how strong growth will be, only of how strong the signal is.
